The Educators Union of Zimbabwe gave the Public Service Commission two weeks to respond seriously to its pay demands. Teachers wanted a larger United States dollar share of salaries, the full 80 dollar teaching allowance paid in dollars, a suspension of the grading system, and the return of housing, transport and rural incentives. The union warned it would declare incapacity and take legal steps. That would have disrupted the May school opening for pupils nationwide.
