Employment law

What Zimbabwean employment law says, written in plain words, tied to the instrument it comes from and dated by when it took effect.

Information, not legal advice. This is general information about Zimbabwean employment law, not legal advice about your situation. Employment outcomes turn on the exact wording of a contract, the applicable National Employment Council agreement and the facts of each case. Before acting, read the source instrument linked on this page and take advice from a legal practitioner registered in Zimbabwe.

Every Act, every statutory instrument and every sector agreement, in one place

The library holds the Labour Act and the Acts that amended it, the other statutes that govern work, the statutory instruments made under them, and the collective bargaining agreement for each of the sectors that has a National Employment Council. Each entry says whether it is still standing today, and each one carries the page it was read from. The Shona and Ndebele explanations sit in there too.

Awaiting country qualified legal review

These propositions have been checked against the instrument they come from, but no legally qualified reviewer in Zimbabwe has signed them off yet. They are shown here so nothing is hidden, and they are marked wherever they appear.

A proposition is only marked as reviewed when a named person with legal qualification in Zimbabwe records the review and the date. Until that happens it is shown with the notice that review is outstanding.

LAW-003 requires country qualified legal review before a proposition is published. Propositions still awaiting that review are shown separately and are clearly marked.

Tools planned on this evidence

  • Leave explorer

Work out what leave applies to a situation by leave type, length of service and contract type.

Safeguard: The explorer reports the statutory floor only. A National Employment Council agreement or a contract may give more, and where it does the more generous term applies.

  • Contract type guide

Compare permanent, fixed term, casual, seasonal, hourly, internship, graduate trainee, apprenticeship and consultancy engagements.

Safeguard: What a contract is called does not decide what it is. A court looks at how the relationship actually works, so a document titled consultancy can still be an employment contract.

  • Retrenchment navigator

Step through the notification, consultation and minimum package requirements and estimate the statutory floor.

Safeguard: The estimate is the statutory minimum under Statutory Instrument 191 of 2024. It is not a settlement figure, it does not account for an exemption granted by the Retrenchment Board, and the treatment of gross pay has not been settled by the courts.

  • National Employment Council wage explorer

Look up the registered minimum wage and grading for a sector and effective date.

Safeguard: Council schedules change frequently and are published separately by each council. Every figure carries its effective date and its source, and a figure without a confirmed source is shown as unavailable rather than estimated.

  • Legal change radar

Track amendments, statutory instruments and council agreements as they are gazetted.

Safeguard: The radar reports what has been published. It does not predict what Parliament will pass, and a bill before Parliament is not law.

  • Employer obligation checklist

A working list of what an employer must have in place for contracts, leave, pay, safety and social security.

Safeguard: The checklist is a starting point for a compliance conversation, not a certificate of compliance, and it does not cover sector specific council obligations.

  • Worker rights guide

Explain in plain language what a worker is entitled to and where to take a complaint.

Safeguard: Time limits apply to labour complaints in Zimbabwe. A person who thinks a right has been breached should seek advice promptly rather than relying on this guide alone.
