What happened, in plain words

A 25 million United States dollar citrus processing plant at Beitbridge was employing about 350 people and aiming for 1 500 jobs within five years. About 60 percent of current workers are seasonal because of the harvest cycle. The plant makes juice supplied to Schweppes, extracts orange oil for cosmetics and turns peel into livestock feed. It has built 90 houses and two hostels for staff and plans a 5 000 hectare orchard.
