About the role
CBM Global Disability Inclusion is seeking a consultant to conduct a strategic review of its disability-inclusive disaster risk reduction (DRR) and livelihoods work across its priority countries.
The review will examine progress, identify promising approaches, assess partnerships and organisational capabilities, and provide evidence-based recommendations to inform the next phase of the organisation's work.
The assignment covers CBM Global priority countries including Kenya, Zimbabwe, Madagascar, Nigeria, Burkina Faso, Nepal, Bangladesh, Indonesia and the Philippines . Nigeria and Laos will focus on livelihoods only.

Key Responsibilities
- Assess the continued relevance and strategic alignment of CBM Global's DRR and livelihoods ambitions and pathways.
- Assess progress, strengths, gaps and coherence across programmes.
- Review progress against the DRR and Livelihood Frameworks.
- Identify and document learning and good practices.
- Map internal capacity, capabilities and current and prospective partners.
- Identify programmes or approaches with strong evidence and potential to become flagship or scalable models.
- Provide implications and options for future priority-setting, investment and targets from 2027 onwards.
- Clarify how technical, member and country teams can support the next phase of work.
Requirements
- Demonstrated experience leading strategic stocktakes, reviews or evaluations in international development and/or humanitarian settings.
- Strong expertise in disability-inclusive DRR and inclusive livelihoods, including climate-resilient livelihoods.
- Familiarity with OPD partnerships and localisation is desirable.
- Experience analysing multi-country portfolios and conducting senior-level key informant interviews.
- Ability to manage qualitative evidence and translate mixed evidence into concise recommendations.
- Excellent facilitation, analytical and English writing skills.
- Strong standards for confidentiality and research ethics.
- Experience conducting interviews with people with different types of disabilities.
- Ability to use inclusive language in written and verbal communication.
