In plain words

An employee can take up to twelve days of special leave in a year for specific reasons, such as contact with an infectious disease, attending court, attending a trade union meeting, being detained, or compassionate grounds.

Special leave sits on top of vacation and sick leave. The employer may ask for proof of the circumstance. Collective bargaining agreements in some sectors extend the list of qualifying reasons.
