{"@context":"https://schema.org/","@type":"JobPosting","title":"LEGAL SERVICES OFFICER","description":"<p>LEGAL SERVICES OFFICER\n\n \n\nJob Purpose\n\nTo provide legal advisory and support services to the Authority by assisting in the managing the legal risk, interpretation and application of telecommunications and related laws, drafting and reviewing legal instruments, managing litigation matters, supporting regulatory processes, and safeguarding the Authority's legal interests.\n\n \n\nKey Duties and Responsibilities\n\nLegal Advisory Services\n\nProvide legal opinions and advice on regulatory, commercial, governance, procurement, labour, and administrative law matters.\nConduct legal research and analysis on legislation, regulations, case law, and policy developments affecting the telecommunications, postal and other sectors regulated by the Authority.\nAssist in the interpretation and application of Acts, regulations, licences, directives, guidelines, and policies administered by the Authority.\nPrepare legal briefs, memoranda, reports, and correspondence.\nContract Management\n\nDraft, review, negotiate, and vet contracts, memoranda of understanding, service level agreements, leases, confidentiality agreements, and other legal instruments.\nAdvise management on contractual rights, obligations, liabilities, and risks.\nSupport procurement and project teams in contract negotiations and implementation.\nRegulatory Support\n\nAssist in the development, review, and amendment of regulatory instruments, policies, guidelines, and directives.\nProvide legal input into licensing, spectrum management, consumer affairs, postal, data protection and telecommunications regulatory matters.\nSupport stakeholder consultations and public inquiries relating to regulatory initiatives.\nLitigation and Dispute Resolution\n\nAssist in managing litigation, arbitration, mediation, and other dispute resolution processes involving the Authority.\nLiaise with external legal practitioners and government legal advisors on matters before courts, tribunals, and arbitrators.\nPrepare legal documentation, witness statements, pleadings, and submissions.\nMaintain records and reports relating to litigation and disputes.\nOther Responsibilities\n\nConduct legal awareness and capacity-building programmes for staff where required.\nUndertake any other lawful duties assigned by the Director/Manager, Legal Services.\n \n\nKey Performance Areas\n\nTimely provision of legal advice and opinions.\nQuality and accuracy of contracts and legal instruments reviewed.\nEffective management of litigation and dispute resolution matters.\nTimely review and development of regulatory and legal instruments.\nEffective identification and mitigation of legal risks.\nQuality of legal research, reports, and advisory services.\nMaintenance of accurate legal records and contract registers.\n \n\nQualifications and Experience\n\nQualifications\n\nBachelor of Laws (LL.B.) Degree.\nAdmission as a Legal Practitioner, Conveyancer and Notary Public.\nA postgraduate qualification in Telecommunications Law, Commercial Law, Regulatory Law, or Corporate Governance will be an added advantage.\nExperience\n\nAt least five (5) years' post-admission experience in legal practice, regulatory law, commercial law, public law, or a related field.\nDemonstrable experience in providing legal advisory services to public sector institutions, statutory bodies, or government entities.\n Demonstrable experience in drafting and reviewing contracts, regulations, policies, legal opinions, and other legal instruments.\n Experience in litigation management, dispute resolution, and stakeholder engagement.\n Experience in the telecommunications, broadcasting, postal, ICT, or public sector regulatory environment will be an added advantage.\nCompetencies and Skills\n\nStrong legal drafting and analytical skills.\nExcellent legal research and problem-solving abilities.\nSound judgement and attention to detail.\nStrong negotiation and stakeholder engagement skills.\nEffective communication and report-writing skills.\nAbility to manage multiple assignments and meet deadlines.\nHigh standards of integrity, professionalism, and confidentiality.\nProficiency in Microsoft Office applications.</p>","identifier":{"@type":"PropertyValue","name":"ipcjobs.org","value":"IPCJ-001418"},"datePosted":"2026-09-25","validThrough":"2026-10-09T21:59:59.000Z","employmentType":"CONTRACT","hiringOrganization":{"@type":"Organization","name":"A leading Harare human resources organisation"},"jobLocation":{"@type":"Place","address":{"@type":"PostalAddress","addressLocality":"Harare","addressRegion":"Harare","addressCountry":"ZW"}},"directApply":true}
